About Richard Lieberman

Richard Lieberman is a government contracts consultant in the Washington, DC area, and has been directly involved in government contracts and the Federal Acquisition Regulation for more than 25 years.

 

He is the author of eight books including The 100 Worst Mistakes in Government Contracting (with Jason D. Morgan), The 100 Worst Government Mistakes in Government Contracting, and  Elements of Government Contracting.  His published articles include “10 Big Mistakes in Government Contract Bidding, “10 Big Mistakes in Government Contract Administration,” “Incorrect Government Advice – Whom Should You Heed” and “The Ten Big Mistakes Made by Small Businesses and New Government Contractors.”

Richard Lieberman practiced government contracts law as a partner at Sullivan & Worcester, McCarthy, Sweeney & Harkaway, Feith & Zell and Kinofsky, Phillips & Lieberman, and an associate at Fried, Frank, Harris, Shriver & Jacobson. He retired from the practice of government contracts law in 2011, and now concentrates on government contracts consulting and training, including providing assistance on proposal preparation, compliance with solicitation requirements, contract administration and compliance with the Federal Acquisition Regulation (“FAR”). 

 

He served as assistant inspector general and deputy inspector general of the Department of Defense (Senior Executive Service-SES), a budget analyst in the Office of the Secretary of Defense, and a professional staff member of the U.S. Senate Appropriations Committee.

He received a J.D. from Georgetown University, an M.A. from the University of Wisconsin and a B.A. from Cornell University. 

 

He has taught a wide variety of courses on Government contracting for the University of Maryland, George Washington University Government Contracts Program, the Public Contracting Institute, Federal Publications Seminars and the Maryland Procurement and Technical Assistance Program. Mr. Lieberman has also conducted onsite courses at Northrop Grumman, Unisys, Bechtel, EMCOR, General Dynamics and Oracle Corporations and for the U.S. Air Force and the U.S. Army, including the Army Judge Advocate General School. The courses include Formation, Administration, Claims, Bid Protests, "Worst Mistakes," and "Making the Best Choices in Government Contracting."
